Overview:  Aveshka is supporting The Federal Bureau of Investigation (FBI) in their responsibility for the processing of FISA packages and business oversight and management of the workflow processes.  The FBI operates a software system named the Foreign Intelligence Surveillance Act Management System (FISAMS) that supports the FISA request process, the issuance of National Security Letters, and tracking of potential Intelligence Oversight Board matters.  FISAU utilizes this system to perform FISA processing and to provide oversight of workflow processes.  FISAU provides support to over 5,000 operational users. FISAU is divided into two groups: Request for Process Team, and Business Management Team

Legal Management and Program Analyst
Provide professional support for the unit’s FISA processing functions.  Assist in processing FISA documents, reconciliations, and various related tasks.  Provide liaison services to the Department of Justice and other FBI operational divisions. 
  • Prepare FISA documents which shall include the review and selection of relevant documents and other materials, filing and organizing, and performing quality control and record keeping functions.
  • Deliver and pickup FISA, FISA orders, and other classified documents to and from Executive Management, the Department of Justice, and other sources at scheduled times/dates.  Following award, designated contractor personnel will be required to be certified as a courier at the TS/SCI level (this is an internal certification and requires only that the individual have TS/SCI clearance with polygraph).
  • Disseminate FISA orders and add document to electronic files and data repositories.
  • Process FISA orders into the FISA Management System (FBINET and SCINET).  This includes entry/update of FISA and other information, activation of the FISA order, and uploading FISA documents.
  • Create FISAMS IDs for Emergency Authority FISA orders.
  • Enter Emergency Authority FISA orders into FISA Management System.
  • Generate formal Electronic Communications from within the FISAMS and Sentinel Applications.
  • Provide administrative support services to FISAU.  Duties may include clerical support, data processing, and mailroom and distribution support.
  • Generate and disseminate FISA Renewal Compliance Reports.
  • Resolve FISA workflow issues, which may involve updating data points within the FISA Management System or de-conflicting matching data-fields.
  • Deliver certification memos to Operation Division Assistant Directors.
  • Provide support for, conduct, or facilitate meetings, presentations, briefings, and other related activities.
Required Skills

• Experience working as legal assistants or paralegals performing the following tasks:
o Preparing properly formatted documents and forms, legal and non-legal.
o Creating and maintaining case files.
o Locating and assembling document packages.
o Assembling data reports and drafting email communications.
o Researching and interpreting findings.
o Reviewing and editing documents and compiling files or document packages in accordance with designated guidelines.
• Required Top Secret/SCI Clearance
